Chaplain Joe Kadtke, Executive Director of Prison Outreach of Delaware
Joe L. Kadtke is a graduate of Philadelphia Biblical University, graduating with a Bible social work degree in 1975.
Joe and Nancy have been in the prison ministry for nearly 30 years. Joe has served as Executive Director since 1986 and is the Facility Chaplain of the Howard R. Young Institution (Gander Hill) in Wilmington, Delaware.
Joe's many years of experience and contact with state and local officials enables him to minister to a wide range of people both in and out of prison. Joe preaches and teaches daily in prison, overseeing and coordinating chapel services, chapel programs, seminars, Bible studies and visiting ministers.
Joe often serves as a ministry representative for the Institution for special occasions. His focus is that of seeing prisoners give their lives to the Savior.
Nancy serves supporting Joe's efforts and is the school secretary for Pike Creek Christian School.
Joe and Nancy have three adult children: Tim, Andrew and April.

Tim Heald, Associate Director of Prison Outreach of Delaware
Tim Heald, Associate Director of Prison Outreach of Delaware
Tim Heald began his ministry while in High School. From 1974-1977 Tim ministered with Prison Outreach of Delaware and volunteered his services at the Ferris School for Boys Juvenile Detention Center in Wilmington, Delaware in a program called "Outreach Fun and Fellowship". This program was centered around sports activities, food, and Bible study. Each week a group of volunteers would take 12 boys out of the institution to a local church where they would play basketball and share the Gospel through counseling and Bible studies.
Tim graduated from Elkton Christian School in 1976 and married Karen Harris on July 22, 1978. Tim is also a graduate of Piedmont Bible College in Winston-Salem, North Carolina. He graduated in 1984 with a Bachelors degree in Theology and a Bachelors degree in Religious Education.
Tim and Karen sought the Lord's leading after college and continued to wait upon Him for guidance and direction. In the mean time, Tim was employed by Millers Furniture Company in Wilmington, Delaware. He worked in the warehouse and delivery from 1987-1992.
In 1992, Tim began his full-time ministry with Prison Outreach of Delaware. Tim serves the Lord primarily at the Vaughn Correctional Center in Smyrna, Delaware. There he has expanded the Outreach ministry and serves in many capacities as Correctional Chaplain - including preaching, Bible teaching, counseling, and emergency and crisis intervention - all focused upon the work of God. Tim was recently appointed Associate Director of Prison Outreach of Delaware by the Board of Directors. His ministry and Christian walk are a great example to the men to whom he ministers in prison. Karen supports Tim and the ministry in many ways - often using her gift of music. She works for DuPont as a Program Specialist. She is very involved in their home church as AWANA Cubbie Director, teaching a Ladies' Bible study, and an active member of the church's music ministry. They have three adult daughters: Casey (who is married to David Graham), Stephanie, and Kimberly. Their first grandchild was born to Casey and Dave on April 3, 2009. We are privileged to have Tim serve in the Prison Outreach of Delaware ministry.

Steve Anderson, Chaplain
Steve and Rochelle Anderson have been with Prison Outreach of Delaware since 2001.
They met while attending Philadelphia Biblical University and were married in 1997.
Steve's background includes a Bachelors Degree in Bible and Social Work. He has also worked as a Drug and Alcohol Counselor for four years at Webb Correctional Facility. Previous to his counseling at Webb, he volunteered in ministry to those in addictions. As Facility Chaplain at Webb Correctional, Steve enjoys his teaching and counseling ministry along with his Aftercare work. He also ministers at Gander Hill Prison in Wilmington one day a week.
Steve was saved out of a ten year addiction in which he was incarcerated four times. His past experiences have given him a passion to share how Jesus Christ can change lives!
Rochelle has a Masters Degree in Counseling and Bachelors Degrees in Elementary Education and Bible. She has worked as a teacher for 7 years and is now a full-time mom. Rochelle's role in the ministry involves prayer support and active involvement in ministry presentations for churches and other groups. Future plans involve Rochelle's participation within the prison assisting in marriage counseling seminars with Steve. We are glad to have the Andersons as ministry staff members.

Terri Lindell, Ministry Office Manager
Twenty-one years ago, Terri's husband Paul (who served as a Bible study volunteer) introduced her to Prison Outreach of Delaware. It was in 1988 that she began her ministry as secretary of Prison Outreach of Delaware.
Terri is originally from Egg Harbor, New Jersey and attended Goldie Beacom College. She majored in the secretarial field. Her record keeping and other professional skills have made Terri a great asset to the Prison Outreach of Delaware ministry team. Terri desires above all else to serve the Lord with a glad heart and to work to honor and glorify her Lord and Savior Jesus Christ.
Terri serves as a liaison between the local church community and several of the institutions by setting up pastoral visitations and directing calls to the appropriate Outreach staff member. She assists in sharing general information concerning the Prison Outreach of Delaware Ministry. We are pleased to have Terri on our staff, serving as our Prison Outreach of Delaware office manager.
Paul is on the Board of Directors of Prison Outreach of Delaware and serves weekly as a volunteer teaching Bible classes at the Webb Correctional Facility.

Cathy Joulwan, Information Coordinator
Cathy worked with her husband, Chaplain Charlie in Prison Ministry for over 20 years. Chaplain Charlie's ministry worked with ours for over 30 years. Charlie went to be with the Lord October 9, 2006 and Cathy came on board with us shortly after his Home-going.
