Increase in Chapel Attendance
Since the administration at Y.C.I. instituted the pass system for religious services some interesting things have transpired.
At first there was a major reduction in our service attendance. Some inmates had been coming to chapel just to get off of the units. Often security would have to remove those inmates who disrupted. That of course has stopped completely.
We now have inmates coming who have in their hearts a real desire to learn and worship.
Attendance has been slowly but steadily increasing ever since. Our chapel services have been so sweet in the spirit of the Lord.
The choir has shown more spiritual growth and our Bible studies have been excellent. Men interact with each other about issues that are important in their lives. Best of all, the Word of God is going forth without interference.
We are so thankful for this turn of events. It is a lot more work for me as the Chaplain but it is worth the effort beyond measure.
Since last year we have seen a 20% increase in our four weekly Chapel services. With 1500 inmates housed at Young
Correctional, 500 of them have chosen to attend our services which preach the
Gospel and praise the name of the Lord.

This system, which has been complete through its second phase of construction, enables us to manipulate the two cameras and channel both video and audio through the cable system to the living areas. Men on the sentenced side of the institution are permitted to purchase personal TV’s for their cells. East side inmates are either workers or they are in educational or drug programs. We have been given Channel 12 as our designated Faith Channel. It is fully controlled from the chapel. Special inspirational concerts as well as other events can also be broadcast. We also broadcast gospel music from 9AM – 3PM Monday through Friday. We call the station W.Y.C.I. (NOTE: The "W" in W.Y.C.I. is an FCC designation indicating that it is being broadcast East of the Mississippi. This is not needed since it is in-house closed circuit, but lends to it a sence of respectibility.)

First Three Goals Accomplished

The first was to broadcast Christian music 24/7 to the housing units. This is now being done. We are thankful to the many volunteers who have donated CD's to the chapel for this purpose.
The second goal was to broadcast our chapel services live to all areas of the institution. We now have four broadcasts weekly.
Our third goal has also been accomplished. We are able to broadcast with music a sort of digital community bulletin board which explains to inmates how to get a pass for chapel and other pertinent information.

Bible Study
I started another Bible study for PODS 1E and 1F. There have been 18 men in this weekly study. Our principle teacher is Reggie Jackson of Wilmington Christian Center. Reggie, an ex-offender and now minister of the Gospel of Christ teaches with me. We greatly appreciate his participation.

I really appreciate the support that we receive from the staff and administration of the Howard R. Young Correctional Institution. So often you hear only the negative things that happens in the Department of Correction in the news paper or on television. I have the opportunity to see these men and women daily and know their job is often hard and dangerous. Still they perform their responsibilities in a most professional manor. Without these dedicated men and women we could not conduct the ministry services and programs that we are able to make available to the inmates. They assist us in so many ways. It is a privilege to work along side of them and Facility Chaplain.

Hi Everybody!
We’ve been very busy sharing the Gospel of Jesus Christ through music with the Heavenly Voices Choir at Howard R. Young Correctional Institution. This year we are presenting six gospel concerts to the inmates, volunteers, staff and administration. Many of the choir members are young and have never sung before in a choir. This is a step of faith for them and a great opportunity to learn how to serve their Lord and Savior. We look forward to the coming year and the great things that God is going to do!

We are in the middle of Christmas concerts and related festivities at Howard R. Young Correctional Institution.
Monday, December 12, 2011 we held a volunteer dinner and concert for volunteers from the community who work at Young. This group included our ministry volunteers as well as some of the secular volunteers from various other organizations. There were thirty- (30) in attendance. After the dinner the Heavenly Voices Choir ministered in song in a Christmas/Gospel concert. The men sang, read the scriptures, and shared testimonies.
This event was organized by Volunteer Coordinator Ann Downey-Carlton and paid for by the prison.
My film crew filmed the event. Once production is complete it will be made available to others as a testimony to the grace of our Lord in the lives of these men. It will also be placed on our web site. Permission/media waivers were distributed and signed. All who participated were approved.
The prison choir will be performing a total of four- (4) concerts to cover all areas of the institution. In addition the choir will be performing a special concert for the Staff and administration on December 20, 2011 at 12:00noon. We expect about 20 – 30 to attend.
Including the volunteer concert, hey will have performed a total of six- (6) concerts when completed.
The Institution permitted me to purchase a DVR for the Chapel. This DVR has a 320GB hard drive and has basic editing and DVD burning capabilities making it possible to record special speakers who may have meetings in the chapel for any special event. This may also include some of the treatment programs, mental health and education. Copies can be made for the staff and administration or for the guest speaker if desired. This is done of course through the chain of security with permission.
Cookies will be distributed on Wednesday, December 21, 2011 in the evening. When they will be delivered to the institution is not confirmed at this time.
On December 19, the New Covenant Church from the Pike Creek area will be performing their Christmas concert in two- (2) services for the East side of the institution, and the first floor of the West side.
A Challenge to the Board and Staff We will be facing challenges in the coming year that will be major and difficult. I am asking each Board member and Staff to commit to the effort of making this ministry thrive through the leading of the Lord. Each of us has a responsibility in this ministry.
Please ask God what your role should be and commit to doing those tasks with all the fervency and dedication that you can muster in your Spirit-lead heart.

Chaplain Steve Anderson's Field ReportDecember 2011 Board Report Associate Webb Correctional Center - Our topic all through December is “Jesus in the Old Testament”. So far we have looked at Genesis chapter 3 and 12. We plan to study Isaiah chapters 7, 9, and 53 as well. All throughout the month of December we are also starting Bible studies with Christmas songs. Some of the guys really get excited about singing and they have told me how glad they are that we do it. Plummer Center - Our new Bible studies at the Plummer Center are going well. We are studying the same topic and passages as above. Since I have 2 Bible studies a week at Plummer and only one at Webb I get to cover much more material. Along with Bible study, our group tries to create a small group atmosphere where each person can share what is going on in his life. Of course we want to relate the passage of Scripture to each of our personal lives as well. At the beginning of each group I also have time for guys to share a testimony or prayer request. Howard Young - I continue to visit men on Friday’s. Most visits come from referrals from other volunteers or from members of local churches who have family or friends that they would like me to visit. My primary function at Gander Hill is counseling and helping men find housing. I am currently working with two guys in regard to housing. On December 12th, Rochelle and I attended a volunteer dinner and concert at Gander Hill Prison. Chaplain Joe Kadtke allowed the guys to mix in some Christian rap music. I thoroughly enjoyed the presentation. The men sang from the heart and the message was uplifting. Aftercare - Our group meets on Friday evenings at Brandywine Valley Baptist Church. Please pray for Nate Wilkes. He was released and plans to attend Bridge to Victory. Chaplain Joe and I worked extensively with Nate while he was incarcerated at Howard Young. He was the president and director of the choir at Howard Young (Gander Hill) for a couple of years. Note - On December 10th our family attended the Angel Tree Christmas party at Hanover Presbyterian Church in Wilmington. Angel Tree, through Christians who sign up for the program, provides gifts for the children of those who are incarcerated. Rochelle spoke at the party and there were about 25 families who attended. Dear Prison Outreach of Delaware Family, It has been a wonderful year of ministry in the prison! There have been many joyous occasions for which we give God the glory. There have also been many disappointments in ministry that we are learning to trust God through. The sadness of watching men reject Christ, squander opportunities or just plain make bad decisions is a heartbreaker at times. But God regularly brings those men whose hearts have been prepared and are eager to walk with Him. We thank God for those people and those experiences. We also thank you who uphold us in prayer and also contribute to our ministry. It is fresh on our minds that your prayers and support play a vital role in this ministry! Ministry Office Manager’s Report Thursday, December 15, 2011 Here it is the end of another year. The time has gone by so very fast. It seems we just started 2011 and now I have to learn to write “2012”. Taking time to look back over the year month by month, God’s hand and provision is so obvious even though we couldn’t see it at the time. The finances were never too late or too early and just enough. Thank you Joe and Heavenly Voices Choir for an awesome concert on Monday, December 12, 2011. I was truly blessed with the music and fellowship. My appreciation to all of you for the hard work and long hours of practice that went into the concert. The end of the year brings Christmas and the celebration of the New Year but it also brings a lot of paperwork for me. There are new sponsor cards to be made, new pages for the sponsor ledger to be done, the Pay Pal account pages have to be done, the calendar at Gander Hill has to be put into place, etc. No complaints here, I love the work and the ministry. I work at Joe’s office at his house on Thursdays. A lot of “paperwork” via the computer with updating the E-News email addresses and removing the names of those who do not want to be there or who have died. I want to take this opportunity to thank all of the Board members for their steadfastness in meeting together to consider all that is best for this ministry. You are all deeply appreciated. So as we bow our heads and hearts at the manager of our Lord and Savior, let us give thanks as a ministry for all God has done and will do in the coming New Year.
